MENUNGGU BPK/IBU/SDR. DEPARTURE

Ketidakpastian situasi di Sudan sangat berpengaruh besar terhadap kegiatan FPUer pertama Indonesia ini. DEPARTURE, pihak yang diduga kuat merupakan harapan para FPUer malah molor karenanya. Meski anggaran untuk latihan ga terdukung(karena diperkirakan saat ini FPU pertama sudah berada di area misi,tapi ini malah ngetem),para FPUer tetap berlatih sesuai adat.

Nah, untuk menghadapi iklim gurun yang panas dan berpasir, maka pasukan TakTis FPU berlatih untuk bisa beradaptasi dengan lingkungan, yakni…… ” BERENANG”…..  Loh ? masa iya?apa hubungannya?

(sory3…penulis salah nulis. maksudnya, karena disana air adalah barang langka, maka mumpung masi berada di Indonesia,puas2sin deh maen air. dengan bahasa simpelnya…FPU rekreasi dikolam renang.)

juga untuk menghadapi gangguan/ambuse selama diatas kendaraan, maka dilatihkan pula JUMPING TRUCK. Kenapa dilatihkan?bukannya anggota taktis FPU berasal dari personil Brimob, yang notabene udah biasa jumping truck?

Nah, perlu diketahui, truk yang akan digunakan anggota FPU di area misi namanya Krash(bener ga nih nulisnya?)yang ukurannya lumayan jumbo.

jadi perlu adaptasi bagi anggota untuk melakukan jumping dari atas truk ini. apalagi yang namanya “lutud”. Harus kuat dan sehat..^^

REAKSI FPUER TERHADAP PERKEMBANGAN SUDAN

Berita yang berkembang tentang Darfur baru2 ini, sangat berpengaruh terhadap pasukan FPU yg mo berangkat ke Darfur. Terbunuhnya 7 anggota penjaga perdamaian dan dikeluarkannya keputusan ICC bahwa Presiden Sudan menjadi tersangka kasus genosida, membuat para FPUer lebih bersemangat dalam berlatih. Hal ini dibuktikan dengan latihan tembak reaksi secara turun dari kendaraan patroli. Dan keesokan harinya dilanjut dengan latihan PHH menggunakan alsus body protektor-helm dan tongkat-tameng, juga sambil survival(alias ga boleh mam n mimik sampe kelar latihan). Diharapkan dengan berlatih narder than before, we can face the bad probablity(bener ga nih kata2 nya??)

U.N.: Darfur attack kills 7 peacekeepers

(CNN) — Seven members of a joint United Nations-African Union peacekeeping patrol have been killed by a heavily armed militia group in Sudan’s Darfur region, the U.N. said.

Five of those killed were Rwandan, a U.N. peacekeeping official said, and the other two were a Ugandan and a Ghanaian.

Twenty-two others were wounded in the attack, which was immediately condemned by U.N. Secretary-General Ban Ki-moon.

“The attackers used heavy weapons and engaged the UNAMID convoy in an exchange of fire for more than two hours,” according to the statement released by Ban’s spokesman.

UNAMID is the acronym for the U.N.-AU mission in Darfur. The peacekeepers are allowed to used force when fired upon directly.

“The secretary-general condemns in the strongest possible terms this unacceptable act of extreme violence against AU-U.N. peacekeepers in Darfur and calls on the government of Sudan to do its utmost to ensure that the perpetrators are swiftly identified and brought to justice,” the statement said.

“The secretary-general expresses his deepest condolences to the families of the peacekeepers who lost their lives, and reiterates his appreciation for their service, valor and commitment to the search for peace in Darfur.”

The ambush happened around 2:45 p.m. (1145 GMT) in northern Darfur. The rescue mission did not take place until after dark, she said.

The peacekeepers who were attacked operated out of Shangil Tobayi — a base to the west of El Fasher.

In five years of war the U.N. says more than four million people have been affected: Two-and-a-half million people forced from their homes and more than 300,000 killed.

Sudanese officials dispute those numbers claiming only 10,000 have died — a number they say is normal for five years of war.

U.S. President George W. Bush calls the killings genocide and has put sanctions on Sudan. The U.N. says Sudan’s government is guilty of crimes against humanity and of violating international human rights laws every bit as heinous and serious they say as genocide.

In February 2008, a fresh wave of killing forced 58,000 people to flee their homes as government troops and Janjaweed militiamen retaliated against rebels.

A U.N. report said Sudan broke international law as 115 innocent civilians were killed using tactics similar to those employed in 2003, 2004, the worst years of the war.

Peacekeepers are frequently targeted by militias in Darfur, where they are trying to protect civilians from “janjaweed” militias — nomadic Arab militias, supported by Sudan’s government, which target pastoral black Africans.

Ten African Union peacekeepers were killed in October in an ambush on their peacekeeping base — the deadliest single attack on AU peacekeepers since they began their mission in late 2004.

A U.N. commission concluded in 2005 that the Sudanese government and militias “conducted indiscriminate attacks, including killing of civilians, torture, enforced disappearances, destruction of villages, rape and other forms of sexual violence, pillaging and forced displacement” in Darfur.

In 2006, the U.N. Security Council authorized the creation of the joint AU/U.N. hybrid force of peacekeepers to protect civilians in Darfur. That hybrid force formally took over peacekeeping duties late last year from the force composed solely of members of the African Union.

Yet the force is under-manned as a result of the Sudanese government’s opposition to a U.N. presence,with just over 9,500 troops of an authorized strength of 26,000—–> artinya :

THE HAGUE, Netherlands – The prosecutor of the International Criminal Court filed genocide charges Monday against Sudanese President Omar al-Bashir, accusing him of masterminding attempts to wipe out African tribes in Darfur with a campaign of murder, rape and deportation.

The filing marked the first time prosecutors at the world’s first permanent, global war crimes court have issued charges against a sitting head of state, but al-Bashir is unlikely to be sent to The Hague any time soon. Sudan rejects the court’s jurisdiction, and senior Sudanese officials said the prosecutor was politically motivated to file the charges.

Luis Moreno-Ocampo asked a three-judge panel at the International Criminal Court to issue an arrest warrant for al-Bashir to prevent the slow deaths of some 2.5 million people forced from their homes in Darfur and still under attack from government-backed janjaweed militia.

“Genocide is a crime of intention — we don’t need to wait until these 2.5 million die,” he told The Associated Press.

“The genocide is ongoing,” he added, saying systematic rape was a key element of the campaign. “Seventy-year-old women, 6-year-old girls are raped,” he said.

Moreno-Ocampo was undeterred by concern that his indictment against al-Bashir might ignite a storm of vengeance against Darfur refugees and spur Sudan to shut out relief agencies and possibly peacekeeping troops.

“I am a prosecutor doing a judicial case,” he said. Moreno-Ocampo filed 10 charges: three counts of genocide, five of crimes against humanity and two of murder. Judges are expected to take months to study the evidence before deciding whether to order al-Bashir’s arrest.

Al-Bashir “wants to end the history of the Fur, Masalit and Zaghawa people. I don’t have the luxury to look away. I have evidence,” the prosecutor said in a statement after submitting his case to the judges.

One victim cited by prosecutors said rapes are woven into the fabric of life in Darfur.

“Maybe around 20 men rape one woman. These things are normal for us here in Darfur,” she said. “I have seen rapes too. It does not matter who sees them raping the women — they don’t care. They rape girls in front of their mothers and fathers.”

Moreno-Ocampo said the rapes were producing a generation of so-called “janjaweed babies” and “an explosion of infanticide” by victims.

The head of Sudan’s Bar Association and ruling party stalwart, Fathi Khalil told The Associated Press that Sudan was not a member of the International Criminal Court and was not bound by Moreno-Ocampo’s decision.

“The prosecutor of the International Criminal Court with his announcement demanding the arrest of President al-Bashir has proved that he is playing a political role, not a legal one,” Khalil said.

Khalil said the decision came after international pressure on the court, undermining its reputation and independence. He said neither the ICC nor the U.N. Security Council have the right to refer a country that is not a member to the ICC to the court.

The Sudanese Liberation Movement-Unity, a rebel group in Darfur, offered to help arrest and extradite any war criminals from Sudan.

If judges issue an arrest warrant, they will effectively turn al-Bashir into a prisoner in his own country. In the past, Interpol has issued so-called Red Notices for fugitives wanted by the court, meaning they should be arrested any time they attempt to cross an international border.

Moreno-Ocampo said most members of the three targeted ethnic African groups were driven from their homes by Sudanese forces and the janjaweed in 2004. Since then, the janjaweed have been targeting the camps aiming to starve the refugees.

“These 2.5 million people are in camps. They (al-Bashir’s forces) don’t need gas chambers because the desert will kill them,” Moreno-Ocampo said, drawing comparison’s with Nazi Germany’s most notorious method of mass murder during the Holocaust.

The refugees “have no more water, no more food, no more cattle. They have lost everything. They live because international humanitarian organizations are providing food for them,” he added.

An estimated 300,000 people have died in Darfur since conflict erupted there in 2003 when local tribes took up arms against al-Bashir’s Arab-dominated government in the capital, Khartoum, accusing authorities of years of neglect.

Moreno-Ocampo said the international community needs to act.

“We are dealing with a genocide. Is it easy to stop? No. Do we need to stop? Yes,” he told AP.

“The international community failed in the past, failed to stop Rwanda genocide, failed to stop Balkans crimes,” he added.

Al-Bashir’s ruling National Congress Party on Sunday warned of “more violence and blood” in the vast western region if an arrest warrant is issued against the president, state TV reported.

There are also fears that the fresh Darfur case could spark a backlash against the 9,000-strong U.N.-African Union peacekeeping force in Darfur.

The prosecutor said it was up to the U.N. Security Council, which asked Moreno-Ocampo in 2005 to investigate crimes in Darfur, to “ensure compliance with the court’s decision.” Achieving unanimous backing for any action will be fraught with problems since two of the council’s members, China and Russia, are Sudan’s allies.

A spokeswoman for the force said it had not suspended any military operations.

“All essential peacekeeping operations are being carried-out by troops,” Shereen Zorba told The Associated Press in an e-mail from Khartoum.

However, she said: “a limited number of operations that carry security risk to civilian staff are temporarily restricted.”

New York-based Human Rights Watch welcomed the charges.

“Charging President al-Bashir for the hideous crimes in Darfur shows that no one is above the law,” said Richard Dicker, director of the group’s International Justice Program. “It is the prosecutor’s job to follow the evidence wherever it leads, regardless of official position.”

Other international courts previously have indicted Serb leader Slobodan Milosevic and Charles Taylor of Liberia while they were in office. Milosevic died in custody in The Hague in 2006 shortly before the end of his trial, while Taylor is on trial in a courtroom just four stories above the room where Moreno-Ocampo made his announcement Monday for orchestrating atrocities in Sierra Leone.

SAT II PELOPOR KORPS BRIMOB POLRI

Sat II Pelopor adalah Satuan Brimob yang secara struktural berada dibawah Korps Brimob Polri. Satuan ini mempunyai 4 Detasemen(Den) yang masing2 membawahi 5 kompi. Dulu, sebelum bernama Sat II Pelopor, satuan ini bernama Resimen I,yang mana mempunyai tugas/fungsi utama sebagai pasukan pemukul inti POLRI. Berbagai tempat di Indonesia pernah dipijak oleh anggota Sat II Pelopor.

Dari ujung barat sampai ke ujung timur Indonesia adalah wilayah tugas operasi. Wilayah yang pernah merakan nama besar Sat II Pelopor( yang waktu itu masih bernama Resimen I) adalah propinsi NAD. Bagaimana tidak, sejak bergolak yang diawali dengan Referendum, Resimen I telah dikirim ke wilayah itu.

Tidak sedikit korban yang jatuh dari anggota Resimen I. Tapi tidak sedikit pula satgas dari resimen ini yang menuai keberhasilan dalam misinya. Sebut saja satgas tiger..satgas rimeung.. Satgas tersebut mendapat sambutan yang baik bagi rakyat Aceh, meskipun ada juga oknum yang membuat nama baik kesatuan ini jadi agak buruk sedikit.

Tapi secara keseluruhan, nama Resimen I ato Sat II Pelopor ditakuti lawan dan disegani kawan.

Kemampuan lain yang dimiliki oleh satuan ini selain tugas tempur adalah pengendalian huru hara. Kemampuan yang dimiliki inilah menyebabkan kesatuan ini harus rela bolak-balik bogor-jakarta. Maklum..semenjak reformasi banyak demonstrasi yang berakhir pada unjuk rasa anarkhis. Dan kebanyakan demonstrasi seperti itu dilakukan di Jakarta.

Ada lagi kemampuan yang saat ini merupakan salah satu ciri khas Sat II Pelopor, yakni S.A.R. ato Search And Rescue. Kualifikasi SAR ini difokuskan pada salah satu Detasemennya dan dinamakan Tim DELTA. Tim Delta ini sudah  berkecimpung di banyak upaya penyelamatan terhadap korban kecelakaan maupun bencana alam.

Formed Police Unit Indonesia

Formed Police Unit adalah Unit polisi PBB yang bertugas di daerah misi untuk menjaga perdamaian di negara2 yang dilanda konflik. Formed Police Unit atau yang disingkat dengan FPU beranggotakan personil polisi yang berkemampuan taktis, untuk menghadapi situasi yang tidak bisa di tangani oleh Police Observer.FPU Indonesia lahir setelah adanya permintaan dari PBB kepada POLRI untuk mempersiapkan 140 personil kepolisian untuk di tugaskan di Darfur, Sudan. Permintaan tersebut ditindak lanjuti dengan mengadakan seleksi bagi anggota POLRI, terutama personil Brimob dengan difokuskan kepada kemampuan berbahasa asing(inggris), dengan tidak mengabaikan kesehatan dan fisik, serta kejiwaan. Seleksi tersebut diadakan sejak bulan februari 2006 di Mako Korps Brimob Kelapa Dua,Depok-Jawa Barat. Akhirnya terbentuklah satu kompi taktis yang berasal dari Brimob, dan 1 tim pendukung yang berasal dari Polisi Umum(kewilayahan) yang keseluruhannya berjumlah 138 personil.

Pada bulan Agustus 2006, personil yang tergabung dalam FPU mendapat pelatihan selama 1 bulan lebih dengan mengambil lokasi di Mako Korps Brimob, Kelapa Dua. Berbagai materi diberikan kepada personil FPU yang berkaitan dengan misi perdamaian di daerah misi nantinya.

Keberadaan anggota FPU Indonesia kala itu mengalami ketidakjelasan. Setelah menjalani pelatihan tersebut, anggotanya dikembalikan ke kesatuan masing2. Setelah itu ada yang dikirim penugasan ke Ambon, bahkan ada sebagian kecil personil yang mengajukan mutasi ke Polisi Lalu Lintas Polda Metro Jaya.

Hingga akhirnya pada bulan November 2007, personil FPU di panggil dan mendapat pelatihan di tempat yang sama selama sbulan lebih(sama juga ya?)di bulan Januari 2008. Namun kali ini pelatihan nya lebih serius. Karena selain sebelum pelatihan, personil FPU mendapat vaksin secara continyu yang keseluruhannya berjumlah 9 kali vaksin, pelatihan yang kedua di ikuti oleh komandan kontingen yaitu AKBP Jhony Asadoma dan wakilnya yakni AKBP. Reinhard Hutagaol.

Pada pelatihan yang kedua ini, datang pula tim inspeksi dari PBB atau istilah kerennya PDV(=Pre Deployment Visit)yang di ketuai oleh Mr. Faisal dari Pakistan. Disinilah perlengkapan FPU mulai mendapat perhatian yang serius. Semua kendaraan di pesan dari Negara Luar.

Setelah pelatihan selesai, beberapa personil yang dipercaya sebagai driver dikirim ke Yordania untuk melaksanakan pelatihan mengemudi kendaraan taktis “Vigor”.

Kemudian dalam waktu yang tidak begitu lama, logistik FPU pun diberangkatkan ke Sudan melalui laut dengan menggunakan kapal yang sudah dicarter oleh PBB. Disusul kemudian diberangkatkannya 3 personil FPU ke Sudan untuk pengecekan dan pengurusan administrasi Logistik FPU Indonesia.

Kini yang menjadi kendala adalah sulitnya barang2 logistik FPU Indonesia yang sudah masuk di Port of Sudan untuk digeser ke El-Fashir, North Darfur,yang merupakan daerah misi pasukan FPU Indonesia si Sudan. Situasi keamanan yang tidak menentu di Sudan menjadikan pergeseran Logistik menjadi terhambat dan menyebabkan tertundanya keberangkatan 140 personil FPU ke daerah misi.

FPU Indonesia jilid 1 masih menunggu keberangkatannya, dan menunggu informasi dari the Three Musketeers yang masih mengusahakan pergeseran logistik agar cepat kelar.(*mohon ijin komandans…)
